The scheme adopted in the 2025 Finance Act reaches its final stage: retirement pensions and life annuities paid under basic schemes are fully exempt from income tax from 1 January 2026. In 2025, a transitional 50% income tax reduction had applied.

Pensions concerned

The DGI cites in particular civil and military pensions, the collective retirement allowance scheme (RCAR), the social security scheme managed by the CNSS, and the basic schemes of Moroccan bodies operating in accordance with the applicable legislation.

The exemption should not be extended automatically to all retirement benefits. Supplementary pensions remain, in principle, subject to the ordinary regime, save for a specific scheme — notably the one introduced in 2026 for certain CIMR annuities arising from group collective contracts.

Reporting consequences

A taxpayer receiving only exempt pensions and annuities is not required to file an annual global income return. Where there is other taxable income — rents, business income or investment income — that income retains its own filing obligations. The exempt basic pension is not included in the taxable base.

The exact nature of the benefit must therefore be checked on the certificate issued by the paying body. For foreign-source pensions, this exemption for Moroccan basic schemes does not replace the specific rules of the General Tax Code or international tax treaties.
